Ternopil Regional Military Administration and Oschadbank launch joint program to support regional business

A memorandum signed today between the Ternopil Regional Military Administration (RMA) and Oschadbank aims to increase the availability of bank loans for businesses in Ternopil oblast. The document refers to joint support for entrepreneurship: the bank undertakes to expand the number of business financing programs (including initiatives with international partners), while the RMA will reduce the cost of these loans at the expense of the regional budget. The priority areas of cooperation are to ensure energy independence of Ternopil region's enterprises and the development of veteran businesses in the region.

This memorandum is the 15th agreement on joint initiatives to support entrepreneurship between Oschad and local authorities (regional military administrations and municipalities). The bank signed five of them last year. The total amount of loans to businesses under these agreements is about UAH 300 million, and the amount of compensation from local budgets is UAH 20 million.

“The signing of the memorandum with Oschadbank opens up new opportunities for the development of our region. This cooperation will allow us to implement government initiatives more effectively, support local businesses, create new jobs and ensure access to financial resources for citizens. In this difficult time, we are committed to contributing to the economic stability and development of Ternopil region in every way possible,” said Stepan Kuibida, First Deputy Head of Ternopil RMA.

“A functioning economy is the foundation on which Ukraine's ability to resist the aggressor during a full-scale war rests. We are well aware of this and therefore have tripled the loan portfolio of micro, small and medium-sized businesses (MSMEs) of Oschadbank over the past three years. Ternopil region is among the top five regions in terms of Oschad's MSME loan portfolio and is No.1 among the bank's divisions in terms of partnership programs with manufacturers of machinery, plant protection products, seeds, power equipment, etc. At the same time, loans to businesses in the region are serviced in good faith: the level of non-performing loans is 0%. I have no doubt that the agreement signed today will contribute to deepening cooperation between Oschadbank and Ternopil region entrepreneurs,” said Natalia Butkova-Vitvitska, Oschadbank Board Member in charge of MSME.

The loan portfolio of the Ternopil regional office of Oschadbank currently stands at UAH 1.3 billion, and Oschad ranks second in the region by this indicator. In 2024, the bank issued 249 loans for UAH 713 million to this category of borrowers. Of these, 217 loans for UAH 621.7 million were issued under the state program “Affordable Loans 5-7-9%”. In Ternopil region, the bank supports agriculture (84% of loans), trade (6.9%) and industry (4.6%). Oschadbank issued its first loan under its own program to promote veteran entrepreneurship, Business 4.5.0., in Ternopil region.
