Oschad retained its leading position based on the results of the state program eOselia in 2024

Over the past year, more than 8.5 thousand Ukrainian families took advantage of the program, and the volume of loans issued exceeded UAH 14.6 billion. This result is 45% higher than in 2023 in terms of the number of loans disbursed and 65% higher in terms of their volume.
Oschadbank maintains a strong leadership among the banks participating in the implementation of eOselia (eHouse): its market share is 40% both in terms of the number and the total amount of loans. In 2024, Oschad provided more than 3,000 soft loans totaling more than UAH 5 billion.
On its record, Oschadbank has the first eOselia loan issued, the first such loan issued for an apartment in an unfinished construction project, the first loan for the purchase of a residential building, the first loan for young people with a halved down payment - 10% instead of 20% - and the launch of joint regional programs with the authorities, thanks to which part of the interest rate is compensated from regional budgets.
To increase the supply of residential properties where you can buy real estate on eOselia terms, Oschad is actively expanding the geography of accredited new buildings. Currently, the bank has accredited 29 construction participants, 28 residential complexes and 55 new buildings for participation in the affordable mortgage program.
“eOselia is the program with the best terms in the history of Ukrainian mortgages. It fulfills an important mission, as the availability of affordable housing is an important argument for Ukrainians to return home or to keep them from forced emigration. It is also one of the drivers of Ukraine's economic growth, as the development of housing construction means new jobs, salaries and taxes not only in the construction industry but also in other sectors of the economy,” comments Anton Tiutiun, Deputy Chairman of the Management Board of Oschadbank.
The eOselia program was launched as a preferential mortgage at 3% per annum for certain categories of Ukrainians – military personnel, law enforcers, doctors, teachers and scientists. In January 2024, the terms of the program were expanded to include the possibility of using eOselia to purchase private houses or townhouses.
On September 19, 2024, a number of changes to eOselia came into force. In particular, it has become possible to use the eRestoration certificate as a down payment on a mortgage and to use the program for those who have already participated in similar government programs, but their housing remained in the temporarily occupied territory or was destroyed.
Special conditions have also been introduced for young people who can take out a loan with a minimum down payment of 10%. Starting from December 18, 2024, relatives of internally displaced persons will be able to purchase housing for them.
In general, under the program over the past year, the majority of borrowers who received a loan from Oschad were military personnel and law enforcement officers (55%). Men make up 65% of borrowers, women 35%. The average age of a client of Oschad’s eOselia program is 35 years, and the average area per family member is 28.9 square meters. The largest share of housing last year was on the secondary market - 69%, ready-made housing from the developer - 26%, housing under construction - 5%.
In 2024, the three regions with the largest number of eOselia transactions in Oschadbank were the Kyiv region and the city of Kyiv (1,105 loans worth UAH 2.2 billion), the Chernihiv region (216 loans worth UAH 341 million) and the Odesa region (178 loans worth UAH 271 million).

The program is being implemented by the Ministry of Economy in cooperation with the Ministry of Digital Transformation and the Ukrainian Financial Housing Company, which has launched a chatbot to answer questions about the eOselia program.
“In the new year of 2025, Oschad will continue to actively participate in the implementation of the eOselia program and develop its own mortgage products. After all, the bank considers lending for the purchase of their own homes for internally displaced persons, owners of damaged housing, defenders of Ukraine, etc. an important component of its social function,” adds Anton Tiutiun, Deputy Chairman of Oschadbank.
